Underworld
Was an exhibit in The Museum of History, now a home to many ostracized non-feral ghouls of Washington, D.C.It is located inside the Museum of History, and exists as a small city, complete with a bar, inn, clinic, clothing store, and even a self-proclaimed “hair stylist”.Most humans are tolerated, as long as they don’t cause trouble. The Brotherhood of Steel are not welcome because of their hostility towards ghouls and the Brotherhood’s tendency to shoot them on sight.
The museum was featuring an exhibit on the concepts of Hell and the afterlife during the time before the Great War, as most of the remaining exhibits (including the name of that section of the Museum as well) are all themed as such. Doctor Barrows is the mayor of Underworld. Because of the small nature of the town, his civic duties take a backseat.

Doc Mitchell
Mitchell was born in Vault 21, where he was known by the nickname “Mole Butt” by the younger residents. He left at some point after it was opened, becoming a traveling doctor to help the people of the wasteland. As Mitchell got older, he returned to New Vegas and married his childhood sweetheart. Some time afterward, he retired to Goodsprings, serving as the town doctor.
His wife died at some point, but he doesn’t dwell on the past. If you have visited Vault 21 and come back to see Mitchell, he will explain that he was going to California with his wife. Due to the weak immune system she had from living in a vault her whole life, she passed in Goodsprings, causing Mitchell to settle down there so he could always remain close to her.

Benny
The head of the Chairmen of New Vegas. He is the brains behind a complex scheme to usurp control of New Vegas from Mr. House.
Benny was a member of the tribal gang called the Boot Riders before Mr. House took over Vegas. As one of the three tribes who agreed to House’s new rule, the Boot Riders were assigned to renovate The Tops casino, and were given suits and ties and renamed “The Chairmen”.
Benny saw the potential of New Vegas, but the tribe’s chief at the time, Bingo, wanted to stay nomadic. Benny was challenged to a knife fight, the winner becoming leader of the tribe, and Benny walked away after putting a knife through Bingo’s throat. Benny is cautious of the Chairmen who support the old ways, even killing an old friend, an unnamed singer with a Psycho overdose to stop dissent.
Benny is voiced by famous actor Matthew Perry.
Moira Brown
Moira is the owner of Craterside Supply. She spends the day sweeping and trading as well as conducting odd experiments. She opens the store at 8:00am and closes at 8:00pm. She sleeps in the store as well.
The only time she will leave is if Megaton is destroyed in the quest The Power of the Atom. If The Wasteland Survival Guide is completed before Megaton is destroyed, she will instead stay near the entrance to the ruins, and only be able to repair, lacking an option to buy or sell items.
If you decide to blow up Megaton, she will not die; instead she will become ghoulified.
